Decimal hours = hours + (minutes / 60) + (seconds / 3600)

Minutes are fractions of sixty, not fractions of one hundred. That is why 7:30 is 7.50 decimal hours rather than 7.30.

Decimal hours back to time

Keep the whole number as hours. Multiply the fractional part by 60 to get minutes. Any remaining fraction of a minute can be multiplied by 60 again to get seconds.

In payroll and billing, "decimal hours" normally means expressing conventional hours as a base-10 number, such as 7.50 hours. It does not mean replacing the 24-hour day with a different time system.
